Appointment of New Part-time Board Members

I am pleased to announce that the Governor in Council, on the recommendation of the Minister of Canadian Heritage, has appointed Paul Love from Vancouver, B.C., and Joe Potter from Ottawa, Ontario, as part-time members of the Public Service Labour Relations Board. Their five-year terms began on November 5, 2009.

I am delighted to welcome Mr. Love and Mr. Potter to the Board.

Results of Horizontal Review of Human Resources Management

During the spring and summer of 2008, six human resources agencies, including the Public Service Labour Relations Board, conducted a horizontal review of the central human resources management functions under their responsibility.

The review focused on aligning roles and responsibilities with a view to ensuring the efficiency and effectiveness of central human resources management and policy functions, reducing duplication of services, and ensuring that departments and agencies are appropriately supported in their human resources responsibilities.

Through this exercise, a total of $250 million in funding earmarked for central human resources management functions was reviewed and some reinvestments proposed for smaller agencies to ensure that they are provided with the support they need for human resources management.

As a result of the review, the Board has been provided with more stable long-term funding and therefore will no longer need to rely on temporary funding to carry out many of the responsibilities assigned as part its expanded mandate under the PSLRA. That funding has been earmarked in Budget 2009 and is of course subject to Parliamentary approval. As the Board is still establishing its new compensation analysis and research services, the resources required to deliver those services in the longer term are still under review.

October 16, 2008 - New PSRLB website search engine

The PSLRB is pleased to announce an upgrade to our website search engine.

Clients surveyed about the PSLRB's website in 2007 told us they were highly satisfied with its accuracy, ease of use and completeness, but were less satisfied with the search feature.

To respond to this finding and because we are committed to providing users with access to PSLRB decisions and information, we have implemented a new search engine based on Google™ technology.

Our new search engine makes it easier for users to search for and find PSLRB decisions and information. As well, users will now be able to take advantage of the same advanced search techniques available on the google.com website.

The upgrade of search technology complements the new accessibility features and improved information architecture (menu structure) that was introduced on our website in January 2008 to meet the revised Government of Canada's Common Look and Feel standards for websites of Canadian federal government departments and agencies.

Horizontal Review on
Human Resources Management Functions

  • As a federal agency established by law and subject to the provisions of the Financial Administration Act, the Public Service Labour Relations Board is among six agencies required to participate in the Horizontal Review of Human Resources Functions as part of the government’s Expenditure Management System and resulting strategic review process. The other organizations involved in the review are the Canada Public Service Agency, the Canada School of Public Service, the Public Service Commission, the Public Service Staffing Tribunal and the Treasury Board of Canada Secretariat (HR functions in Labour Relations and Compensation Operations, Pensions and Benefits and Expenditure Management Sector).
  • The review is focused on aligning roles and responsibilities with a view to ensuring the efficiency and effectiveness of central human resources management and policy functions, reducing duplication of services and ensuring that departments and agencies are appropriately supported in their human resources responsibilities.
  • As participants to the review include organizations with a federal public service employer role, the Board has insisted that its impartiality and independence as a quasi-judicial tribunal responsible for administering the collective bargaining and grievance adjudication systems in the federal public service and parliamentary service be recognized and upheld throughout the review process.
  • The horizontal review of human resources management is not part of the legislative review of the Public Service Modernization Act scheduled to be conducted in 2010.  
  • This review will inform the government’s response to the 2nd report of the Prime Minister's Advisory Committee on the Public Service entitled Pursuing a High Performance Public Service which was released in February 2008.

The 2007 Client Satisfaction Survey of the Public Service Labour Relations Board (PSLRB) is now available. The PSLRB surveyed its clients between January 1, 2006 and June 30, 2007 to determine the degree to which they were satisfied with its services. This information will be used to support the PSLRB’s ongoing commitment to delivering high-quality services.
