Decision review – Appropriateness of bargaining units – Amalgamation of bargaining units – in an earlier decision, the Board had certified the Public Service Alliance of Canada (PSAC) as bargaining agent for all employees in the Administrative Support Category: (145-23-279); (1988) 13 PSSRB Decisions 5 – in an earlier decision, the Board had also certified the Professional Institute of the Public Service of Canada (PIPSC) as bargaining agent for all employees in the Actuarial Science Group in the Scientific and Professional Category: (142-23-280); (1988) 13 PSSRB Decisions 2 – the Board has also certified PIPSC as bargaining agent for all employees in the commerce group in the Administrative and Foreign Service category: (144-23-281); (1988) 13 PSSRB Decisions 3 – the Board had further certified PIPSC as bargaining agent for all employees in the Administrative and Foreign Service category, other than employees in the Commerce group: (144-23-281); (1988) 13 PSSRB Decisions 3; and (144-23-284); (1988) 13 PSSRB Decisions 4 – the employer requested that these four bargaining units be amalgamated into one – PSAC opposed the request – PIPSC did not object to the request – the parties later advised the Board that they had reached an agreement, which they requested be incorporated into its decision – on the basis of this agreement, the Board amended the description of the Administrative Support Category bargaining unit to read "all employees primarily engaged in secretarial functions, clerical functions and/or other administrative support functions involving the routine application of rules and regulations" – also on the basis of the parties' agreement, the Board amalgamated the Actuarial Science Group bargaining unit, the commerce group bargaining unit and the Administrative and Foreign Service category bargaining unit into a new bargaining unit comprised of "all employees who are not in another bargaining unit".
