Unfair labour practice – Complaint under section 23 of the Public Service Staff Relations Act (PSSRA) alleging a violation of subsection 10(2) thereof – Duty of fair representation – Internal union matter – Jurisdiction - the complainant alleged that the respondent bargaining agent had violated subsection 10(2) of the PSSRA by placing his union local in trusteeship, thereby infringing upon certain rights of the membership – the bargaining agent objected to the Board's jurisdiction to entertain the complaint because it related to internal union affairs – having reviewed the jurisprudence, the Board concluded that it lacked jurisdiction to consider the complaint as the matter complained of was an internal union matter.
Complaint dismissed.
