The Public Service Labour Relations Board (PSLRB) Compensation Analysis and Research Services (CARS) provide the parties to collective bargaining in the federal public service with impartial, accurate and timely information on compensation.
Established with the enactment of the Public Service Labour Relations Act on April 1, 2005, the CARS compile, analyze and disseminate information on employee compensation to support the collective bargaining and compensation determination processes in the federal public service. The CARS also assist arbitration boards and public interest commissions in carrying out their dispute resolution roles and are available to the public.
The PSLRB compares the compensation of employees in the public and private sectors, in occupations similar to those in the federal public service, by conducting compensation surveys, and by compiling, analyzing and publishing aggregated results. This includes information on rates of pay and on the incidence and characteristics of working conditions and benefits.
The PSRLB also conducts other market-based research relevant to compensation matters.
The CARS offerings, along with the PSLRB’s adjudication and mediation services, enable the PSLRB to realize its commitment to resolve labour relations issues in an impartial manner. This results in a productive and efficient workplace that ultimately ensures the smooth delivery of government programs and services to Canadians from coast to coast.
